Create the folloing registry key if it does not exist.
Key: HKLM\Software\Policies\Google\Chrome
Name: RendererCodeIntegrityEnabled
Type: DWORD (32-bit)
Value: 0
Also you can try renaming the chrome excuitable or changing it to
Chrome.exe --disable-features=RendererCodeIntegrity
